Under this program, INS guarantees that it will "process" applications within 15 days.
Please note that that this can also include a Request for Further Evidence (RFE) within
this time frame. It does not necessarily mean that there will be an approval within 15 days.
In practice, majority of H-1B applications get approved within 10-11 days
